Understanding Millage Rates and Property Tax Revenue for Fire Departments

What "millage" means

A mill equals one-thousandth of a dollar — $1 of tax for every $1,000 of a property's assessed value. A millage rate (also called a mill rate or effective property tax rate) is the number of mills applied to a property's assessed value to calculate the property tax owed.

How a local government actually sets it

After a budget is adopted and known non-property-tax revenue is subtracted, the remaining amount needed is divided by the total assessed value of all taxable property in the jurisdiction, then multiplied by 1,000 — that calculation produces the millage rate for the year. County commissions, city councils, township boards, and (where they exist) independent fire-district boards set their own millage rates annually as part of their own budget process.

Why this matters specifically for a fire department

Many fire districts and departments — especially stand-alone fire districts, as distinct from a department that's one line item inside a general municipal budget — are funded wholly or substantially through a dedicated millage. Understanding how a proposed capital request (a new engine, a station project) translates into either a millage-rate request or a draw against existing millage revenue is directly relevant to presenting that request credibly to a governing board or, in jurisdictions where a millage increase requires voter approval, to the public.

A real distinction worth stating plainly

Millage/property-tax revenue, a bond, a grant award, and a capital reserve fund are different funding sources with different rules, timelines, and restrictions — a capital request should never blur which of these it's actually counting on.
