Grant Writing & Federal Funding

Understanding FEMA's AFG and SAFER Grant Programs

Two different federal programs, often confused

FEMA's Assistance to Firefighters Grant (AFG) program and Staffing for Adequate Fire and Emergency Response (SAFER) program are both administered by FEMA's Grant Programs Directorate, but they fund different things.

AFG funds equipment, training, PPE, wellness/fitness activities, vehicle acquisition (new, used, or refurbished fire apparatus originally designed for firefighting), and station modifications — the things a department *has and uses*.

SAFER funds *people* — hiring new firefighters, converting part-time/paid-on-call positions to full-time, and rehiring laid-off firefighters. SAFER's explicit goal is helping departments meet the staffing and deployment standards in NFPA 1710 (career departments) or NFPA 1720 (volunteer departments).

Who's eligible

Both programs are open to fire departments, nonaffiliated EMS organizations, State Fire Training Academies, and non-federal airport/port authority fire or EMS organizations, in any U.S. state or territory, including federally recognized tribes. Volunteer firefighter interest organizations are also eligible for SAFER.

A practical note for small and volunteer departments

Neither program requires a department to be career/paid — a fully volunteer department is just as eligible as a large metro department, and SAFER in particular exists because of the staffing gap volunteer and combination departments often face relative to NFPA 1720's own benchmarks.

Before you apply

Application windows are announced annually, not year-round — check FEMA's own program pages for the current fiscal year's open dates before assuming last year's timeline still applies. Capital Command's Grant Calendar tracks real, currently-open opportunities; it does not guess at AFG/SAFER's exact dates for a future year that hasn't been announced yet.
