NIMS and ICS: What Every Department Needs on File

What NIMS actually is

The National Incident Management System (NIMS), maintained by FEMA, is the standard framework for how all levels of government, along with nongovernmental organizations and the private sector, organize and communicate during an incident. The Incident Command System (ICS) is the specific on-scene organizational structure NIMS is built around — defined roles (Incident Commander, Operations, Planning, Logistics, Finance/Administration), common terminology, and a predictable chain of command that lets personnel from different agencies work together on the same incident without first negotiating how.

Why this isn't optional in practice

Many federal preparedness grant programs (including FEMA's own) condition eligibility on documented NIMS compliance — individual position-specific ICS training completion on file for relevant personnel, not just "we use ICS informally." A mutual aid response into or from a neighboring jurisdiction also depends on both departments actually using the same command structure and terminology, not just having heard of it.

What "on file" concretely means

Individual training records (ICS-100/200/300/400 and position-specific courses, as applicable to role) for current personnel, and a department-adopted policy stating that ICS is the standard command structure used on scene — not assumed informally.

For small and volunteer departments

ICS scales down to a single-company incident perfectly well — a small fire doesn't require activating every ICS section, only the roles the incident actually needs. The training-record gap, not an operational one, is the most common real finding: departments that run ICS correctly on scene but can't produce individual course-completion records when a grant application or an audit asks for them.
