NFPA 1851: Caring for and Retiring Structural Firefighting PPE

What NFPA 1851 covers

NFPA 1851, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, sets requirements for an entire program around turnout gear — not just the gear itself. That program covers selection, inspection (both routine and "advanced," at defined intervals), cleaning and decontamination, repair, and retirement — plus the records that document all of it.

Why records are the real compliance point

The standard's practical center of gravity is documentation: date placed in service, inspection history, cleaning/decon events, repairs, and the eventual retirement decision for every individual ensemble element (coat, pants, hood, gloves, boots, helmet — tracked separately, not as one bundled "a set of gear" record). A department that cleans and inspects gear consistently but never writes it down cannot demonstrate a working NFPA 1851 program if asked.

Why this isn't just a paperwork exercise

Contaminated or degraded PPE is a documented, real occupational cancer and heat-stress risk — the standard exists because of that risk, not as a compliance formality. Advanced inspection in particular is intended to catch degradation (UV damage, thermal damage, moisture barrier failure) that isn't visible on a routine look-over.

For small and volunteer departments

NFPA 1851 doesn't require a dedicated gear-maintenance facility or staff position — it requires a documented process, which a small department can run with a simple tracking system and a relationship with a certified independent service provider (ISP) for advanced inspection and repair work the department doesn't do in-house. The compliance gap most departments actually have is the same one ISO scoring finds elsewhere: the work happens, the record doesn't.
